1) FIELD OF PLAY.
- Field size
and goal size differences are obvious.
- Center
circle is tip-off area at half court and is to be obeyed on kickoffs.
- No penalty
kicks; therefore no penalty stripe. ALL
RESTARTS ARE INDIRECT.
- Teams stay
on same side of field and substitutes are sitting against the wall.
2) BALL.
- Indoor
FUTSAL (FAST Soccer) Ball to be used ONLY.
- NO OTHER
SOCCER BALLS ALLOWED IN GYM.
3) NUMBER OF PLAYERS.
- 5 (4 field players plus 1 goalie) for ages 7-8 and above.
- 6 (5 field players plus 1 goalie) for ages 5-6.
- League reserves the right to adjust these numbers as deemed necessary.
4) SUBSTITUTIONS.
- On the fly
during active play, without permission of the referee.
- Player to be
replaced must be off the field of play BEFORE the substitution crosses onto the
field of play.
- Coaches and
subs are restricted to within 10 yards of midfield, (their half only.
- Goalkeeper subs can be done on the fly, or with play stopped by the referee upon coach request.
5) REFEREE.
- Responsible
for keeping time for game.
- "Standard" - 24 minute
halves beginning on the hour. 2 minute
halftime.
- "Running" - If agreed by both coaches and the referee 50 minute running time, no halftime.
- Stop play
for obvious injury as well as lesser injuries for younger players.
- Any bleeding
player must be removed and clothing with blood on it may not be worn.
- Referee has the right and responsibility to dole out "penalties" for FSL rules infractions, which can result in 1-2 minute "power play". The penalized team plays one player sort for the duration of the penalty or until a goal is scored by the team on the "power play".
- Players or coaches can also be penalized by a game-ejection for behavior deemed dangerous or egregious.
- Referee (and league management) shall have the final (and only) say for all on-field rulings.
6) PLAYER EQUIPMENT.
- No dangerous
apparel.
- Coaches are
responsible to insure players are properly equipped.
- SHIN GUARDS
MUST BE WORN.
- Socks must
cover shin guards and laced shoes should be worn. Sneakers or indoor shoes permitted. No other foot wear allowed.
- Teams to
wear supplied jerseys or pinnys and goalies to wear a contrasting color shirts or pinnys.
7) START AND RESTART OF PLAY.
- There is no coin
toss.
- First team
in position to play when called by the Referee gets ball first.
- KICK OFF
need NOT go forward.
- Opponents
outside center circle.
- ALL RESTARTS
ARE INDIRECT.
8) BALL IN AND OUT OF PLAY.
- Ball, which
hits ceiling or light or any other object above playing field, remains in-play at the referees disgression. If the referee calls for a restart, it will be with an indirect free kick for other team at midfield.
- Players are
responsible for retrieving and placing ball back in play.
9) OFFSIDE.
- Does not apply to indoor FAST SOCCER play.
10) FOULS
AND MISCONDUCT.
- All fouls result in a
restart that is INDIRECT.
11) FREE
KICKS.
- Ball must be
stationary.
- Opponents
must be 10 feet from ball minimum.
- Free kicks
for the defending team are not in play (and may not be touched by any other
player) until ball has left goal/penalty area.
- Free kicks
are allowed to go directly over midfield.
- A free kick,
into own goal without being touched by another player is NOT a goal, and
results in a corner kick for the opponent.
12) THROW-IN.
- There are no
throw-ins in Fast Soccer. All restarts
that go over the sideline are restarted via kick-in.
- Opponents
must be a minimum of 10 feet from placement of ball.
- Kick-ins are
INDIRECT and may travel over half field.
13) GOAL
KICK.
- Goal kicks
are indirect and are taken from the designated by the referee, usually marked by a cone or other identification.
- A goal kick
cannot travel over half field without being touched by another player (either
offense or defense).
- A goal kick that does cross half field will result in an opposition free kick at midfield.
- Second touch
can occur only outside the area designated as a "goal box" by the referee.
- Defending
team of a goal kick must start beyond the area designated as a "goal box" by the referee.
14) PUNTS/DROP KICKS BY KEEPER.
- There are NO
punts or drop kicks permitted in FAST SOCCER.
Keeper must put ball into play by rolling and or throwing the ball to
another player.
- Keepers can
only use their hands within the the area designated as a "goal box" by the referee.
- Keepers
become a "player" without goalie rights, once they leave the the area designated as a "goal box" by the referee.
- A throw by
the keeper CANNOT travel beyond half field without hitting another player or
bouncing on the keepers own half of the field.
15) CORNER
KICKS.
- All Corner
kicks are INDIRECT.
- Opponent
must be 10 feet from ball.
- Players must
observe 1-yard corner arc even though not drawn.
